Deputy General Manager - Planning and Permits

The District of North Vancouver is currently recruiting for a Deputy General Manager – Planning and Permits to share divisional management responsibility with the General Manager – Planning, Properties and Permits. You will direct the operations and programs of the Sustainable Community Development, Development Services, Business Licensing, and Bylaw Enforcement sections. You will also serve as one of the District’s Delegated Alternate Approving Officers. Along with a keen interest in business processes and innovation leading to the delivery of excellence in customer service, you have demonstrated experience and abilities in developing, creating and implementing urban design solutions. Additional responsibility includes strategic planning and policy formulation, and planning department programs and objectives.

 

Key Accountabilities:

 

·       Plan and direct the operations and programs of the Sustainable Community Development, Development Services, Business Licensing, and Bylaw Enforcement sections.

·       Manage directly and through subordinates the work of divisional staff engaged in professional, technical, clerical and administrative duties.

·       Develop, implement and evaluate strategic plans, policy and goals.

·       Lead the analysis of the current situation and future planning requirements of the community.

·       Oversee the implementation of development planning and long range policy, social and environmental planning in the District.

·       Provide professional expertise and advice to the GM, CAO, senior staff, the public, and Council.

·       Coordinate divisional work with the work of other divisions and external agencies.

·       Oversee the creation of significant bylaws such as Zoning and Building Bylaws.

·       Provide leadership for the interpretation and enforcement of policies and bylaws.

·       Develop budgets, monitor budget performance, and adjust operations and staffing to meet objectives.

·       Present, facilitate, engage, in a variety of public forums, on a wide range of planning and development concepts

 

You are an energetic, creative and innovative leader with a degree in Planning, Architecture or Engineering and a minimum of ten years of related experience, including senior management and municipal planning experience, preferably in both the public and private sectors. You have membership, or eligibility for membership, in PIBC, AIBC or APEGBC.  You also have proven management and people management skills. An equivalent combination of related education and experience may be considered.
