Planner I - Green Infrastructure Design and Delivery

Main Purpose and Function

The City of Vancouver has adopted the Rain City Strategy, an ambitious and award-winning long-term plan to capture and treat 90% of Vancouver’s average annual rainfall through the implementation of green infrastructure (GI) on public and private property throughout the City. 


As part of Vancouver’s inter-disciplinary Green Infrastructure Implementation Branch, the Planner I supports both internally and externally designed green rainwater infrastructure projects within streets and public spaces with a focus on design, preparation of construction drawings and documentation and project implementation.  


This position will report to the Senior Design and Construction Project Manager and be part of an inter-disciplinary design team with expertise in engineering, landscape architecture and urban ecology. The GI Planner will work collaboratively with branches across Engineering Services including Transportation Design, Streets Design, Streets Activity and Sewer and Drainage Design, Street Operations as well as many other partners outside of Engineering.


The position will support the City’s efforts to be a leader in climate mitigation and adaptation and holistic, integrated approaches to water management and green infrastructure.  The work will help shape a more livable, equitable and resilient city that helps protect water quality, revive its urban watersheds and ecosystems while supporting green jobs and urban development.


Specific Duties/Responsibilities

  • Develop and coordinate conceptual design, detailed design, design standards and construction methods with various design and operation branches within Engineering Services.  
  • Prepare design, construction, and specification packages for various stages of a project from conceptual to detailed design, construction and post construction.
  • Prepare construction tender packages and specifications, coordinate and review contractor submittals, and perform site inspections for externally constructed projects.
  • Coordinate and review the design work of externally designed green rainwater infrastructure projects.
  • Perform field observations and studies, collecting data and engaging with the public, trades, industry practitioners and other stakeholders.
  • Prepare reports and technical memos and presentations and other materials to support policy development, training, guidance and standards related to green infrastructure design, construction, establishment, operations, maintenance and renewal.

Minimum Position Requirements

Education and Experience:

  • A degree in Landscape Architecture or a related field such as Planning, Environmental Science, or equivalent combination of education and experience.  Landscape architecture or civil engineering technicians with demonstrated experiences are encouraged to apply;
  • Minimum one year related professional experience; three to five years or more of experience desirable.

Knowledge, Skills and Abilities:

  • Strong knowledge of integrated rainwater management and green infrastructure design, construction and operations, and urban landscape design principles.
  • Self-motivated individual with the ability to work independently and as part of a larger multi-disciplinary team, a strong desire to take part in finding creative design and construction solutions that are environmentally responsible and technically/socially sound.
  • Demonstrated ability as a project manager with strong organizational and time management skills including the ability to deal effectively with multiple tasks of moderate complexity and setting and meeting competing deadlines.
  • Excellent Auto CAD skills to independently assemble construction documentation packages, including material plans, grading plans, planting plans, construction details, specifications and cost estimating with various level of details within a multi-disciplinary environment;
  • Strong technical skills in resolving site changes, identifying risks, and monitoring construction progresses and performance.
  • Excellent interpersonal communication skills. 
  • Ability to provide professional interdisciplinary advice and technical guidance to junior staff while functioning effectively in a team environment.
  • Familiarity with the City’s Rain City Strategy and Integrated Rainwater Management Plan.
  • Considerable knowledge of landscape and civil construction methods, materials, and MMCD specifications.
  • Demonstrated ability to effectively use InDesign, Photoshop, Sketch-up, Excel, and Word software applications.

Part of the selection process will include AutoCAD testing and providing a portfolio including design and construction drawing examples.
