Richard is an immigration lawyer and policy analyst. He is an expert witness on law and policy matters at the Senate of Canada – Social Affairs Committee and the House of Commons, Standing Committee on Citizenship and Immigration. He is a regular media commentator on immigration issues, and has been a special advisor to the Office of the Auditor General of Canada. He is the Editor-In-Chief of the Lexbase, an international publication providing current immigration policy and practice information, with monthly summaries of Federal Court decisions in immigration and citizenship.
