Section Manager - Parks Operations

As a member of our Parks leadership team, you will be responsible for providing strategic and operational management of all active and passive urban parkland spaces.  You will oversee operations to ensure all related services and amenities are provided in a safe and cost-effective manner. This includes landscape maintenance, irrigation, street tree and horticulture services; maintenance of all passive and active grass, turf and sports fields; park space inspections for cleanliness and deficiencies; and waste and litter collection.  This position is also responsible for developing and managing the capital and operating budgets and for leading and managing a large team of regular, seasonal and contract staff and equipment resources.  The incumbent works collaboratively to support Parks Planning, Development, Asset Management and Operations priorities in accordance with approved budgets and corporate objectives.

Education: 

The successful candidate will have a minimum of 7 years of relevant progressive supervisory and leadership experience in Parks Operations, preferably within a municipal parks environment.  A post secondary degree in Parks Administration, Landscape Architecture, Construction Management, Engineering or a related discipline is required. Registration with a professional association such as, the British Columbia Society of Landscape Architects (BCSLA), or Engineers & Geoscientists BC is preferred. Training or certification in Project Management, Contract Management, Construction Management, Operations Management, Asset Management or other related discipline is also preferred.  An equivalent combination of training and experience will be considered. This exempt position will appeal to those seeking a challenging career opportunity in a fast paced, multi-faceted environment.  A valid Class 5 B.C. Driver’s Licence is required.

Experience: 

We are looking for an experienced individual with considerable knowledge of the methods, procedures and practices involved in park options and maintenance including, horticulture, irrigation, sports fields, sports courts, playgrounds, artificial turf, ice and snow control and parking lot and traffic management.  You possess knowledge of the regulations, policies, by-laws and objectives related to the work and have experience in budget, contract, project and construction management as well as experience coordinating inspections, developing and maintaining inspection records, and collecting asset inventory data.  You have a thorough working knowledge of occupational health and safety, human resources and labour relation practices and procedures and have skills in developing relationships and working collaboratively with a wide variety of diverse stakeholders, elected officials, all levels of government, First Nations, and non-governmental organizations.
