Request for Qualifications - Building LeBreton – Library Parcel

The National Capital Commission (NCC) seeks to qualify proponents for a sustainable and socially inclusive development of the LeBreton Flats’ Library Parcel in Ottawa, Canada. As part of a cohesive Master Concept Plan vision for LeBreton Flats, this expectational 1.1-hectare site is located at 665 Albert Street, directly on Pimisi O-Train light-rail station and steps away from the future central library. Teams shortlisted in this Request for Qualifications will be invited to submit development proposals in a subsequent Request for Proposals stage.

Proponents demonstrating an ability to meet or exceed the minimum requirements to deliver affordable housing, accessibility, energy efficiency and net zero carbon construction could be eligible to acquire this prime real estate at a substantial discount through a partnership with the Canada Mortgage and Housing Corporation’s Federal Lands Initiative.
